HISTORY OF THE DEPARTMENT
The WVMC-HACT was established in November 1995 under Dr. Jose Mari C. Fermin’s appointment. The members were: Dr. Nelson Flotilde as HACT Chairman; Ms. Eloisa Penado as HACT nurse; Ms. Anita Baylon, social worker; and Ms. Corazon Oro, Medical Technologist. In 1997, the WVMC-HACT was re-organized: Dr. Ray Celis was appointed chairman and the rest of the members were retained. In February 1998, the members of the HACT were sent to attend the second national training on HIV and AIDS diagnosis and management at RITM, Alabang, Muntinlupa.
By 2007, WVMC was adopted as a satellite treatment hub by RITM and became a treatment hub under the Global Fund Round 9.
The WVMC-HACT office was inaugurated last May 2007. Due to the increased number of patients enrolled in the Treatment Hub, a CD4 machine was given by the Global Fund Project last Aug. 13, 2009. It was the first CD4 machine provided outside Manila. Moreover, the Global Fund also provided assistance to the treatment hub in the augmentation of manpower like nurses, Site Implementation officers, Peer Navigators and Case Managers.
Dr. Patricia Tobias became the new HACT Chairperson last April 2018 upon the retirement of Dr. Celis.
By Oct. 2, 2018, the HACT Office was transferred to the Geriatric Building with a bigger office space. However, due to the COVID-19 pandemic, the office is now temporarily located together with the Out Patient Department at Tresmavica Buillding, Q. Abeto Street, Mandurriao.
To decentralize the HIV confirmatory testing and to shorten the turnaround time, the Disease Prevention and Control Bureau (DPCB) of DOH, National Reference Laboratory-San Lazaro Hospital-STD/AIDS Cooperative Central Laboratory (NRL-SLH/SACCL) proposed for the implementation of rapid HIV diagnostic algorithm (rHIVda) which has a comparable specificity and sensitivity and a shorter turnaround time compared to Western blot. In December 1, 2019, the Western Visayas Medical was granted accreditation as a Certified rHIVda Confirmatory Laboratory (CrCL)
As of March 2022, the HACT Office is catering to 1074 alive patients.
